2.4.6Health Leadership

Elgeyo Marakwet County has a robust health leadership team that works closely and consults regularly at the top level. However the same is not the case at the lower levels (CHMT downwards), as there are obvious skills gaps in leadership and management among health managers. Some donor funded health implementing partners have come in to support this area as the county seeks opportunities for practical health leadership and management training for health facility teams. The county needs to identify the skill gaps among health managers and to plan and budget for their capacity building.

Political interference is re o ted to occur at health facilities with ptlieical leaders obstructirgtactivities such  s transfer and rationalization of health woraers, and distribution offresources such as ambulances and infrastructure.  This makesnthe health managers feel threatened.

Atothe time of preparing this plan, the arocess of devolution to countytgovernments was going on and the statut of hospital toards and facility committees had not been resolved. The facilities therefore did not have the governance structurhs in ploce. The Table 12 below shows the sounty performence in terms of key meettngs.
