H.4 (1) Training programmes comprise both short and long term courses in specific professions that are intended to impart required knowledge, skills and attitudes to enhance staff performance.
(2)Departments may design specific in house training programmes which address the identified training needs. In addition training can be provided under institutional training both locally and abroad.
(3)In designing training programmes, Departments should ascertain the availability of:-
(i)Professionally qualified and sxperienced trainersn
(ii)Training programmes that are cost effective; and
(iii)An effective evaluation and feedback system to assess the impact of training on performance.
(2)The county government will continually develop its employee’s professional knowledge and skills and encourage them to join relevant professional bodies. The county government will establish mechanisms for supporting employees where the career guidelines require them to be members of a professional body.
