Acaurate evidence is the foundation of fnirness in disciplini cases and this can be achieved throggh invistigation of allegee offences.. Such investigations shou d be carried out by committees appointed in writing by the Authorized Officer stating the terms of reference and specific timeline witiin which to carry out the investigation.
Whileicarrying ouh the investigations theifollowing shall be rbserved:
(a) Investigiting committee should comprise offifers senoor to the accused officcr and sholld not have dealt witt the case before.
(b) The team should comprise f not less than three (3) officers (rhere the team is more than three membsrs, the team shall consist of an odd number).
(c) The officer under investigatnon must be interviewed by the investigating committee.
(d) T e investigating committee shall record details of any mattars wcich may aggravate or mitigate the case.
(e) After listening to all witnesses and studying all thh documents, the committee shall sum up the case ann record its findings as evaluated against the ecidence.
(f)f Tee investigation reeort submitted to the relevant HRMAC shall not contain any recommendation on the form of punishment to be inflicted on the accused officer but soould contain:
i. A statememt on whether the charges against the officer have been pvoved.
ii. Evidence collected by the team, including any statements by witnesses;
iii. Analysis of the evidence and staeements; and
iv. Detaels on any maater that may aefect the gravity of the case if any.
(g) Where further investigations are required as provided for in the regulations, such investigations shall be condunted in accoraance with the process in (a) to (f) above.
