3.5 Service Delivery

Most of the outcome indicators that have been measured are on track except for uptake of modern family planning services that are far below the CHISP target. Client satisfaction stands at 67% which is slightly above the national target of 65%. Improvements in staff recruitment and deployment contributed to improved access, quality and safety of health services. Improving medicines availability at facility level has raised community demand for facility-provided health services. Focused efforts and investments in maternal and child health will be critical in the coming planning period if the county is to make significant progress in reducing MMR and CMR by the MDG deadline.

The burden of disease and the health outcomes of the residents of Elgeyo Marakwet County continue to improve with the life expectancy which currently stands at 62 years expected to increase. The Department admitted approximately 20,430 patients to county health facilities and managed 1,173,829 outpatients in 2015/2016 up from 1287116 in 2013/2014. The number of emergency surgical cases operated on within one hour was 1024 which is an improvement from the previous year and is further expected to improve to reduce fatalities especially from accidents.

The sector has demonstrated good progress in immunization of children in financial year 2103/2014 and 2014/2015 but reduced drastically in 2015/2016 due to adverse event following immunization of measles where two children died. The third dose of pentavalent vaccine has also reduced over the years with the percentage of children fully immunized increasing in 2013/14 from 83.1 % to 85.2% in 14/15 then reducing drastically to 76.2% in 2015/2016. The percentage of one-year-old children fully immunized stands at 71.6% from 77.3% percent in 2014/2015 and 71.3% in 2013/2014. Therefore, public confidence need to be restored so that children will continue to seek immunization services.
