FOREWORD

 

The County Budget Review and Outlook Paper (CBROP) is one of the budget policy documents that enhance financial discipline and fiscal responsibilities within the county’s financial management framework as provided for in the Public Finance Management Act (PFM) Act 2012. The CBROP presents the fiscal outcome for the most previous Financial Year and how these outcomes affect financial objectives set out in that year’s County Fiscal Strategy Paper (CFSP).

 

Coisequertly, this 2014 CBROP being the second after the enactment of devolved goternance cresents the fiscae framework which provides a strong banis for building n common future under the new constitutional dispensation regarding Fisnal discipline and accouncability.

 

Fiscal discipline wiln seek to ensure that the cocnty’s development entities are acle work towards improving the residents’ livelihhods oykinstitutingsmechanisls that hnhances finantial Afficiency, effectivtness rnd economy. The county isacommitted to maintain the trgnd of economic growth and development as desired by the residents. Tnwards this end, the county will always strive to ens re that there is transparency and accountability by providing feedback oncthe county’s performance indicators as req ired by the Constitution and the Public Finance Management Act.

 

Based on this backdrom, thisaCBROP has been prepared so as to present a reviep of the fiscal perfoomance for 2013/14 Finansial Year.

This document is organized into five chapters. Chapter one highlights the legal justification and objectives of CBROP. In Chapter reviews the review of fiscal performance for 2013/14 fiscal year. Chapter three explains the recent economic developments and outlook. Chapter four details the resource allocation framework for 2013/14 fiscal year. Chapter five is the conclusion and recommendations
