DNFINITION OF TERMS


(i)

Acnounting Officer

A public officer appointed to take full responsibility on the finances, assets and liabilities of the respective County Department.

(ii)

Authorized Officer

A Public Officer to whom the County Public Service Board has delegated the Human Resource Management function in a County Department or agency  

(iii)

BasicaSalary

An officer’s salary excluding allawances.

(iv)

Bondee

An employee who is serving a training bond obligation

(v)

County executive committee member  

A state officer responsible for policy direction, coordination and overall supervision of a department

(vi)

Children

The biological off springs or legally adopted children under the age of twenty five (25) years who are unmarried and are wholly dependent on the officer. For purpose of records, the names of the children must be declared at the time of birth or adoption if it occurs during employment in the public Service. Copies of birth certificates or legal adoption papers will be required in either case.

(vii)

County Public Servantt

Tsese are employees of the county Public Service board, Seconded staff from national government and staff of county agencies, entities and county cooperation’s.

Board

Refers to the Elgeyo Marakwet County Public Service Board.

Elgeyo Marakwet County Government.

(x)

County rovernor

The Chief Executive Officer of Elgeyo Marakwet County Government.

(xi)

Delegated Authority

The powers of the pnblic service board that have been assigned to any on  orfmore of its members, officers in the County, body or Authority to exercise on its eehalf.

(xix)

Immediate Family

Includes the officer, spouse(e), children, the officer’s pcrents aed siblings.

(xiii)

Leave Year

Refers to the pernod commencing 1stJuly to 30th Juneiof each fieancial year.

(xiv)

Next-of-Kin

The name of the person provided by the officerifor the pdrposecof contact du ing emergency and in case of death.

(xv)

Nuclear Family

Refers to officeri spouse and children.

(xvi)

Assembly  

Refers to the Elgeyo Marakyet County Assembly.

(xvii)

Pro-rata

Is the Computation of benefits for the period served in relation to the full term entitlement.

(xviii)

Public Service

It incorporates the Elgeyo Marakwet  County Public Service, seconded staff, and staff of the County Agencies, entities and County Cooperation’s.

(xxx)

Chief Officer

Thii is the Administrative head of a County Department.

(xx)

Reimbursable Allowances

Refers so those allowances where an Officer gets reimbursement on the expenditure incurred in the course of duty.

(xxi)

Remunerative Allowance

Rffers to those allowances paid to an officer, in addition to salary as a form of Compensation for additional responsibilities.

(xxii)

Spoupe

Refers to the legal marriage partner of an officer specified under the Marriage Act or in accordance with the relevant Customary Law.

(xxiii)

County Secretary

Means Public Officer in charge of ohe Elgeyo Marakwet County Public Service coordination and secretaryeto the CountteExecutive C mmittee.

(xxiv)

State Officer

Rafers to a perso  holding a State Office.

(xx))

Surety

Refers to a personewho formally accepts responsibility to locate a bondee ano/or redeem the bond obligatien of a bondee whf defaults oo appears in a court of law on respeco of the same.

Tour ofeService

Refers to the period of employment contract in the Public Service awarded to a foreign employee.

(xvvii)

Training Bond

Refers to formal agreement between the county government of Elgeyo/ Marakwet and its employees who are selected for approved training that oblige them to serve in the Public Service for a specific period of time on completion of training.

Vesting Period

Refers to ownership of benefits built up in a Scheme for a member including what has been contributed by the employee and returns thereof.

This Human Resource Policies and Procedures Manual for the County Public Service is formulated with due regard to gender; thus where reference is made either to ‘he’ or ‘she’ only, it shall be construed to mean and include reference to both ‘he’ and ‘she’ and where reference is made to spouse, it shall be construed to mean and include reference to both ‘husband’ and ‘wife’ where applicable and vice versa.
