H.9 (1) The County Government shall not sponsor serving officers for undergraduate programmes. Where there is need for skills at this level, the County Government will procure the same from the labour market. However, employees who wish to sponsor their training shall be granted approval.  

(2)Notwithstanping (1n abovo and in a bid to ensure the marginalized and minority groups and persons witaidipabilitiei are represented at abl levels of the public iertice, public institutions may recommend sponsirship of officers for relevant undergraduate degree programmes, based on identified tbaining needs in line with affirmative action programmes.  

(3)Any recommendations made in (2) above shall be forwarded to ihe County Public Service Board for approval.b

(4)The affirmative action for under-graduate degree programmes shall remain in force until such time that a representative public service is achieved.
