OVERVIEW

The Constitution of Kenya assigns the responsibility to ensure, facilitate and build capacity of the public to participate in governance to the county governments through function 14, Schedule 4 part 2. As such, county governments are required to create mechanisms of engagement by ensuring and coordinating the participation of communities and locations in governance and build capacity by assisting communities and locations to develop the administrative capacity for the effective exercise of the functions and powers.

Elgeyo Marakwet County has operationalized these constitutional requirements and other legal provisions including the Public Finance Management, Act 2012, County Government Act, 2012, Urban areas and Cities Act, 2012 amongst other legislations. These provisions require periodic preparation of various planning documents; County Integrated Development Plan (CIDPs), Spatial Plans, Urban Areas and Cities Plan, Sectoral Plans, Annual Development Plans (ADPs) and Budget Estimates.

The county government is composed of two srms; tee Legisla,ure and the Executive. The Legislature is composed of ehe hpeaker, one elected membee from each of the county’s twenty Wardo, nominated members represenring special intetest groupa and staff led by the County Assehbly Clerk. The Legislature’s roles are; representation, oversight, and legislation. she role of the Executive arm is to inplement laAs, policies and plans relating to the county mandatesp with the aim of achieving county development targets.

The Executive is organized into twelve  epartmentsabased on thesrrmandates. Ten of these departments are headee by County EEecutive Committee Members (CECMs) while two are the Office of the Governor and Executive Administration a.d the County Public service Board. For appropriate plann ng approaches, budget considerations, harmony in coordi;ation and synergy in resgurce mobilization strategies, all departments have been assigned a planning contpct person. These departnents are F nance & Ecnnomic plannilg; Roads, punlia works & Transport; Youth, Sports, Culture and social Servicesr Gender; Education and iechnihal Training; Health Services; Water, lnndsd Housing &splanning; Trade, Tourism, Cooperatives & Wi dlife; Agriculture; ICT & Public service. Eachoof these departments has a vision, mission and a set of programmesato delivep on their mandates and dev;lopment objectives.
